WV Legislature Approves FY2026 Budget – $125M Surplus to Road Fund

The West Virginia Legislature adjourned the 2025 regular session on Saturday April 12th, but not before completing action on the FY2026 state budget for the fiscal year which begins on July 1, 2025. Both the House and Senate signed off on a compromise version of the Budget Bill, House Bill 2026. The bill included $210,250,000 appropriations from the General Revenue Surplus. The State Road Fund will see a direct transfer of $125 million intended for secondary road maintenance and paving.
At APAWV's annual Asphalt Paving Conference, Secretary Todd Rumbaugh explained how this past winter has be devastating to our system, with extreme cold temperatures and wet conditions causing vast damage. Rumbaugh also said that the WVDOH would put to use any and all funding the WV Legislature would send their way. Following the end of the legislative session, APAWV spoke with Jacob Bumgarner, WVDOH's newly appointed State Highway Engineer. Bumgarner said that if all comes to fruition, projects should begin to be advertised later this spring with work starting in June.
Other construction related regular and surplus appropriations included the following:
- $125 million to the Division of Highways that will be for extra secondary road maintenance and paving;
- $75 million to the Economic Development Authority’s Economic Development Project Fund;
- $10 million to the Water Development Authority’s Economic Enhancement Grant Fund;
- $15 million to the General Services Division for interior renovations to the Diamond Building in Charleston; and.
- $2 million to the Division of Arts, Culture, and History for capital improvements at the Culture Center on the State Capitol Complex.
