MP Committee Meeting – December 18, 2024

The WVDOH Materials Procedures (MP) Committee’s next meeting will be held in person on December 18 at 10:00 a.m. at the Materials Control Soils and Testing Division Conference Rm., 190 Dry Branch Drive, Charleston WV.  For those unable to attend in person please join via Google Meet (see details below).

This month’s meeting agenda includes ten old business items as detailed below.

  • 106.10.50 WVDOH Buy America Acceptance Guidelines
    • Removes waiver for Manufactured Materials in anticipation of FHWA Update.
  • 106.10.51 WVDOH Buy America Waiver Guideline(UP FOR VOTE)
    • Clarifying updates, including flow chart for additional guidance
  • 700.04.22 Method for Approving Devices Used for Testing Density and/or Moisture Content of In-Place Material(UP FOR VOTE)
    • Process for creating approved list for Density/Moisture Devices
  • 106.03.51 Policy for Materials Certification Reciprocity(UP FOR VOTE)
    • Adds PCC technician reciprocity.
  • 109.00.21 Basis For Charges for Non-Submittal of Sampling & Testing Documentation By The Established Deadline(UP FOR VOTE)
    • References new document – MP 109.00.22 listed next.
  • 109.00.22 Procedure for the Submission and Documentation of Quality Control Test Results(UP FOR VOTE)
    • Defines the submission of QC samples by the contractor.
  • 604.02.40 Inspection and Acceptance Procedures for Precast Concrete Products(UP FOR VOTE)
    • Revised the cylinder fabrication frequency for dry cast concrete in Section 4.3.2
  • 712.21.26 Procedure For Determining the Random Location of Compaction Tests(UP FOR VOTE)
    • Previously approved MP with minor updates.
  • 106.00.03 Guidelines For Establishing and Maintaining Approved Product Lists of Materials, Systems and Sources(UP FOR VOTE)
    • Removal of NTPEP reference.
  • 212.02.20 Procedure For Determining a Reduced Unit Price To Be Paid For Select Material For Backfilling Which Does Not Conform To Grading Requirements Of Governing Specifications(UP FOR VOTE)
    • Removal of Table 1

Four new business items will also be presented to the committee:

  • 718.00.00 Titus Sewer and Waterline Materials Procedure
    • Define the specifications, standards, and requirements for materials used in sewer and waterline construction projects
  • 715.14.01 Gum Quality Assurance of Laminated Elastomeric Bridge Bearing Pads with Internal Shims
    • To set forth the procedures which govern the Quality Assurance testing of laminated (with internal shims) elastomeric bridge bearing pads.
  • 401.02.29 Jack Guide For Quality Control and Acceptance Requirements For Superpave Asphalt Mixtures
    • Removal of VFA Calculation
    • ***The removal of VFA from QC happened through a previously issued memorandum, this will make that change permanent.
  • 100.00.00 Boothroyd Preparing Materials Procedures
    • Addition of Definition
