WVDOH Specification Committee – December 4, 2024

The WVDOH announces its December Specifications Committee meeting, which is scheduled for Wednesday, December 4 at 9:00 a.m. at the WVDOH Building 5 Conference Room 820 at 1900 Kanawha Blvd. E., Charleston WV. For those unable to attend in person please join via Google Meet, details below.
Critical things to look for in the meeting packet (this is not all encompassing please review the entire packet):
- Project Specific Special Provision 108 for Project S341-16-16.34 on County Route 16/6.
- The change removes the drawdown cycle of the No Excuses Incentive Payment and begins disincentive payments of $5,000 immediately if the roadway fails to be returned to service on or prior to day ten following the initial closure.
- Special Provision (SP) 695 for Mainline Pavement.
- Revisions remove subsection 695.6-Thickness Testing.
- This section of the specification has historically been confusing for the Asphalt Alternative, as there was conflicting language wherein Asphalt could be penalized twice through Asphalt specific thickness specifications in section 401(Asphalt Pavements) and 410(PWL) and then again through subsection 695.6-Thickness Testing.
- Special Provision Subcontractor/Prompt Payment
- These revisions are due to the implementation of the Civil Rights and Labor module within the AASHTOWare Project (AWP) system. Electronic documentation of subcontractor payments will be required to be completed by contractors and subcontractors in AWP, paper forms/submissions are being eliminated, and oversight of subcontractor payment is being transferred from the Districts to the Civil Rights Compliance Division. Other minor clarifying language changes were also made.
- Section 601 - Structural Concrete
- The Revision replaces the Rapid Chloride Permeability test with the Surface Resistivity test and also includes price adjustments based upon the surface resistivity results.
