MP Committee Meeting – November 20, 2024

The WVDOH Materials Procedures (MP) Committee’s next meeting will be held in person on November 20 at 10:00 a.m. at the Materials Control Soils and Testing Division Conference Rm., 190 Dry Branch Drive, Charleston WV.  For those unable to attend in person please join via Google Meet (see details below).

This month’s meeting agenda includes eight old business items as detailed below.

  • 700.00.53 Procedure for the Independent Assurance Program(UP FOR VOTE)
    • Major Re-Write based on FHWA guidance
  • 106.10.50 WVDOH Buy America Acceptance Guidelines
    • Removes waiver for Manufactured Materials in anticipation of FHWA Update.
  • 106.10.51 WVDOH Buy America Waiver Guideline(UP FOR VOTE)
    • Splitting out from 106.10.50 due to length and complexity. Outlines waiver process for Buy America Materials. Pending incorporation of updates from FHWA
  • 603.10.40 Inspection and Acceptance Procedures for Prestressed Concrete Bridge Members(UP FOR VOTE)
    • Add E-Ticketing
  • 720.10.01 Guide for Using a High-Speed Inertial Profiler to Measure the Longitudinal Profile of Pavement(UP FOR VOTE)
    • Minor Updates/Reconfirmation
  • 700.04.22 Method for Approving Devices Used for Testing Density and/or Moisture Content of In-Place Material(UP FOR VOTE)
    • Process for creating approved list for Density/Moisture Devices
  • 700.00.54 Procedure for Evaluating Quality Control Sample Test Results with Verification Sample Test Results(UP FOR VOTE)
    • Modernization/Update of MP.
  • 106.03.51 Policy for Materials Certification Reciprocity(UP FOR VOTE)
    • Adds PCC technician reciprocity.
  • All Quality Control MPs(UP FOR VOTE)
    • Removes Industry testers list from QC
  • 106.03.50 General Information Guide for Technician and Inspector Certification Program (TICP)
    • General Updates including Cert Board, and update of new classes. Removal and incorporation of handbook

The agenda also includes three MPs with editorial changes:

  • 212.01.21 Test Method for Unconfined Compressive Strength of Rock Core Specimens
  • 212.02.20 Procedure For Determining a Reduced Unit Price to Be Paid for Select Material for Backfilling Which Does Not Conform to Grading Requirements of Governing Specifications
  • 401.07.21 Sampling Compacted Asphaltic Mixtures from The Roadway

Five new business items will also be presented to the committee:

  • 109.00.21 Basis For Charges for Non-Submittal of Sampling & Testing Documentation By The Established Deadline
    • References new document – MP 109.00.22 listed next.
  • 109.00.22 Procedure for the Submission and Documentation of Quality Control Test Results
    • Defines the submission of QC samples by the contractor.
  • 604.02.40 Inspection and Acceptance Procedures for Precast Concrete Products
    • Revised the cylinder fabrication frequency for dry cast concrete in Section 4.3.2
  • 712.21.26 Procedure For Determining the Random Location of Compaction Tests
    • Previously approved MP with minor updates.
  • 106.00.03 Guidelines For Establishing and Maintaining Approved Product Lists of Materials, Systems and Sources
    • Removal of NTPEP reference.
