MP Committee Meeting – September 18, 2024
The WVDOH Materials Procedures (MP) Committee’s next meeting will be held in person on September 18 at 10:00 a.m. at the Materials Control Soils and Testing Division Conference Rm., 190 Dry Branch Drive, Charleston WV. For those unable to attend in person please join via Google Meet (see details below).
This month’s meeting agenda includes five old business items, including Buy America Waiver Guidelines Quality Control Plans, Inspector Certification Program, and the WVDOHs Independent Assurance Program.
- 700.00.53 Procedure for the Independent Assurance Program(UP FOR VOTE)
- Major Re-Write based on FHWA guidance
- All Quality Control MPs(UP FOR VOTE)
- Removes Industry testers list from QC
- 106.03.50 General Information Guide for Technician and Inspector Certification Program (TICP)
- General Updates including Cert Board, and update of new classes. Removal and incorporation of handbook
- 106.10.50 WVDOH Buy America Acceptance Guidelines
- Removes waiver for Manufactured Materials in anticipation of FHWA Update.
- 106.10.51 WVDOH Buy America Waiver Guideline(UP FOR VOTE)
- Splitting out from 106.10.50 due to length and complexity. Outlines waiver process for Buy America Materials. Pending incorporation of updates from FHWA
The agenda also includes two editorial MPs both approved at the August meeting:
- 601.03.50 Guide for Quality Control and Acceptance Requirements for Portland Cement Concrete(UP FOR VOTE)
- Typos found during reformatting and file conversion
- 604.02.40 Inspection and Acceptance Procedures for Precast Concrete Products(UP FOR VOTE)
- Harmonization to resemble similar MPs
Five new business items will also be presented to the committee with related to multiple High Speed Inertial Profiling, Concrete Bridge member (E-Ticketing), Approved list for Nuclear Density gauges, and the WV Technician Certification Guidebook.

- 720.10.01 Guide for Using a High-Speed Inertial Profiler to Measure the Longitudinal Profile of Pavement

- Process for creating approved list for Density/Moisture Devices
- 700.00.54 Procedure for Evaluating Quality Control Sample Test Results with Verification Sample Test Results
- Modernization/Update of MP.
- 106.03.51 Policy for Materials Certification Reciprocity
- Adds PCC technician reciprocity.
