WVDOH to Implement Civil Right and Labor Module to AWP
The West Virginia Division of Highways is implementing the Civil Rights and Labor (CRL) module functionality within the AASHTOWare Project™ software platform. Please be advised that ALL Certified Payrolls and Subcontractor Payments MUST be submitted through this process beginning with projects sold on the October 8, 2024 letting. While this will likely cause some angst early on during the implementation, long term I have been told by those doing trials and contractors from surrounding states that this will ultimately be a benefit to industry. The WVDOH claims CRL usage will have the following benefits:
- Faster, more efficient paperless process
- Electronic processing of certified payrolls with automated error checking
- Track payment process to ensure compliance
- Verify timely payment of vendors
- Electronically confirm accurate payment
- Receive email notifications when action is needed
- Resolve payment issues faster by submitting concerns or violations
The Civil Rights Division wanted APA to make industry is aware of the situation and let you know how to prepare your company for the transition… to begin the CRC has uploaded self-paced training modules to their division website (Certified Payroll / Subcontractor Payment). These web-based training modules will assist your payroll employees through the process of uploading information. The training modules seem to be well built and take you step by step through both processes in detail. In addition to these trainings the CRC has setup resources for those companies that utilize off the shelf payroll systems that allow you to export data which can then be imported into the CRL module, through Excel.
Before you can utilize to AWP and to gain access to the CRL module your employees must acquire an AWP user account, which is done by submitting this Form to DOHAASHTOWare@wv.gov. Once you have an AWP login (v number), users need to request roles assignments to Individual Contracts, through this Form submitted to dotcrl@wv.gov. Finally, once a user has gained access to AWP and has the appropriate roles assigned they can visit AWP External User to log in and begin entering data.

The CRC Division is aware that during this implementation phase there will be issues or glitches and has guaranteed that their staff will work with industry at every step to ensure companies are able to meet the needs of the implementation. CRC has also stated that as long as industry is making good faith efforts to submit CRL information no payments will be withheld during the implementation process.
