The Asphalt Pavement Association of West Virginia, a division of the Contractors Association of West Virginia, is a non-profit trade association
representing the producers of asphalt and aggregates, laydown contractors, asphalt cement suppliers, equipment and material suppliers and other firms involved directly and indirectly in the asphalt industry.

The Association represents the majority of such firms operating in West Virginia with their combined production accounting for over 90 percent of all hot mix asphalt production in the state. The APAWV, formerly the Flexible Pavements Council of WV (FPC), was formed by a progressive group of hot mix plant owners in 1979. The new 2023-2024 Membership Directory is available upon request.

Asphalt Pavement Now Eligible for Federal Funding to Reduce Carbon

The Federal Highway Administration (FHWA) released its Carbon Reduction Program (CRP) Implementation Guidance, unlocking $6.4 billion in formula funding over five years to help states and localities develop carbon reduction strategies. While the CRP was established in the Infrastructure Investment and Jobs Act (IIJA)of 2021, also known as the Bipartisan Infrastructure Law (BIL), NAPA sought inclusion of paving activities by highlighting asphalt pavement's many climate-friendly technologies, to help states and localities meet their climate goals.

U. S. Department of Labor to Survey Wage Rates for WV Highway Work

The U.S. Department of Labor’s Wage and Hour Division has announced its Davis-Bacon Wage Survey Plan set to begin in 2022. Construction workers working on Davis-Bacon and related Acts (DBRA) covered contracts must be paid prevailing wages, which are determined by surveys of wages paid on construction projects underway or recently completed within a geographic area.

Governor Announces 2022 Paving Program

Governor Jim Justice, joined by WVDOT leaders in Morgantown on Wednesday April 6,announced the 2022 paving program. Gov. Justice stated that the program is set to include over 800 miles of resurfacing throughout all 55 counties. The announced projects amount to roughly $208 million worth of improvements to West Virginia’s highway system.

National Work Zone Awareness Week

April 11-15

The Communications Infrastructure Contractors Association posted a reminder that National Work Zone Awareness Week (NWZAW) will be observed, April 11-15 with this year’s theme of “Work Zones are a Sign to Slow Down.” Over the past few years, the tower industry has been impacted by motorists interfering with and endangering crews who were working in bucket trucks at tower sites adjacent to roadways.
