The WVDOH Maintenance Division, the division that originates and administers these contracts, is proposing that the next contract be for a term of one year. This contract would be advertised in the very near future with an effective date of October 1, 2015, running until September 30, 2016. Again, this would be a new contract and bidding opportunity with a term of one year. The goal of moving from a six month to one year term would be to give the state more time to adapt to the new wvOasis system.
These contracts historically were a one year contract but were changed several years ago to a six month term at the request of industry. The state recognized industries concern with a volatile fuel market. You may remember we tried to establish a fuel index for the aggregate contracts, similar to the asphalt PO contracts. No workable index solution could be found to address trucking and barge delivery.
The solution at the time was to bid the contract twice a year, giving vendors another opportunity to update pricing.
